The wharf is designed to berth vessels up to 30,000 tonnes and 200 metres in length.

The $20.0 million development for Strang Stevedoring and Toll Holdings comprises 7.0 hectares of regraded pavement in stage 1 and a further 10 hectares of new pavements in stage 2 with access roads to the wharf structures. The wharf structures comprise berthing dolphins, mooring dolphins and mid-ship and stern access bridges for loading and unloading.
The Coode Island Silt and Port Melbourne Sands dredged to provide berthing adequate berthing depths were spread behind bunds on the area of the stage 2 development to drain and consolidate. This alleviated the need for disposal in the Port Phillip Bay dredge disposal area. Sediment was retained in a series of settlement ponds. Pavement design for Stage 2 pavements on the very soft dredged fill was carried out in conjunction with Southern Geosynthetics by experimental use of a heavy woven geotextile in conjunction with re-cycled crushed concrete as a pavement material. A substantial reduction in pavement depth was achieved.
